(Washington Informer) — One month after D.C. Public Schools (DCPS) Chancellor Michelle A. Rhee and Washington Teachers’ Union (WTU) president George Parker announced one of the nation’s most innovative collective bargaining agreements, District officials are struggling to fund the teachers’ contract.

What appeared to be a happy ending to a tumultuous, two-year negotiation, took a turn for the worse when the District’s Chief Financial Officer, Natwar Gandhi, expressed concerns Wed., April 28 – two days before he and Rhee were scheduled to testify before the D.C. Council – about the financial viability of the contract.
