(New York Times) — In New York City, Mayor Michael R. Bloomberg has taken a harsh line against builders whose work is not up to code, beefing up inspections and levying hefty fines for violations.  In Bermuda, where he owns a waterfront estate and visits regularly, he discovered how hard it can be to follow the rules.
