In Albany, Questions on Averting a Shutdown

(NYT) — State leaders said on Sunday that they expected to pass another short-term emergency spending bill on Monday, averting a government shutdown, though they could not say exactly how they would muster enough votes in the narrowly divided State Senate to do so.
