(Crain’s) — The state’s Power for Jobs program expired last weekend after more than 10 months of hearings and negotiations. The program provided low-cost energy to businesses that created jobs.

It went the way of Article X, one of several state laws that have expired in recent years despite lobbying from business groups. Article X, which streamlined the siting process for new power plants, lapsed in December 2002. In 2007, observers were optimistic that it would be re-enacted with bipartisan support. But the legislation died after a compromise could not be reached between environmentalists and plant owners.
