(Chicago Sun Times) — Despite a pay freeze enacted in December, a smattering of elected Cook County leaders gave their political appointees raises in recent months.  That’s according to a report issued Wednesday –done at the behest of county commissioners concerned that lame-duck County Board President Todd Stroger and others were giving staffers raises when government should be tightening its belt.
