(Crain’s) — The New York state health insurance exchange scheduled to be open by 2014 promises to simplify the confounding process of shopping for employer-sponsored health benefits. That’s the good news.
Whether or not the exchange will save small businesses money is a more complicated matter. If history is any guide, how well it works, and for whom, will depend on their design—and that’s in the hands of the state administration.
