(The Gazette) — Maryland is experiencing a second wave of foreclosures, but there are signs that the tide is ebbing, Raymond A. Skinner, secretary of the state Department of Housing and Community Development, said Monday in North Bethesda.
Skinner addressed more than 400 government officials, real estate agents and brokers, and housing lenders at the 19th annual Affordable Housing Conference of Montgomery County Summit.
