Ray Nagin Survived — For Whatever That’s Worth
(nola.com) — Ray Nagin wasn’t as good at leading as he was at surviving. As a candidate for mayor in 2002, he wasn’t black enough for those who believe race is quantifiable and keep measurements on file. So he won the mayor’s race by locking up every one of the 143 precincts where at least half the voters were white. His opponent, Richard Pennington, won most of the solidly black precincts.
