D.C. CFO Refuses to Sign Off on Teacher Contract

(Washington Business Journal) — D.C. Chief Financial Officer Natwar Gandhi will not certify a proposed $1.27 billion public school teacher contract, he said Friday, because the foundations that have promised to partially pay for it could pull their multimillion-dollar commitments at any time.

Gandhi described the tentative deal between D.C. Public Schools and the Washington Teacher’s Union as “groundbreaking and historic,” but he refused to bless the agreement, citing the conditions placed on $64.5 million in private foundation funds secured by Schools Chancellor Michelle Rhee. If the CFO’s decision holds, it would kill the contract.
