(WSJ) — Tom Agnotti, a professor of urban planning at Hunter College, has an interesting essay on a subject likely to strike most New Yorkers as dull: the city’s byzantine land-use procedures. The Charter Review Commission, now in the midst of its lengthy review of the city’s rules and policies, is looking at ways to improve the Uniform Land Use Review Process, which allows local communities and elected representatives to have a voice in major development decisions.
