(Crain’s) – State leaders admitted Wednesday that they are no closer to balancing the state budget then they were two months ago, when the annual financial plan was due.  Moreover, no mechanism is in place to hammer out a deal, legislative leaders said at a public meeting in Albany called by Gov. David Paterson. The best they could do was agree to a meeting Thursday of the staffs of the five negotiating parties: the governor and the Democratic and Republican conferences of both legislative chambers.
