(NYT) — As his administration prepares a plan to lay off thousands of state workers, Gov. David A. Paterson suggested on Tuesday that the leaders of state public employee unions were poorly serving their own members by resisting salary concessions that could avert pink slips.

Mr. Paterson said union officers had a perverse incentive to favor layoffs for some of their members rather than salary concessions for all of them, since those who are laid off cannot cast ballots against those officers when they come up for election.
