(WSJ) — Commuters on New York City subways aren’t the only ones who wonder if weekend and late-night shutdowns are necessary. The city and state comptrollers said Thursday they plan a joint audit of the Metropolitan Transportation Authority to see how the authority manages disruptions due to track maintenance and construction.
