(WSJ) — The tough $62.9 billion budget that Mayor Michael Bloomberg proposed Thursday would close pools, firehouses and senior centers, cut thousands of teachers and reduce a slew of services citywide.

The mayor, four months into his third term, did not propose any tax increases, but the budget for the year starting July 1 would impose roughly $87 million in new or higher fees, such as boosting parking-meter rates.
