(New York Times) — A bad economy may actually be a good time to ask for a raise, at least according to a number of articles and blog posts.  Still, there are certain situations where you may want to refrain from asking.  While a downturn may seem a bad time to ask for a raise, those who are still employed after layoffs and cutbacks are often taking on more responsibility and thus, may actually deserve more money, according to salary experts quoted in a Bucks post earlier this year and a recent CNBC.com article.
